while fan is rotating it will produce some mec. energy, can we produce elec.energy by ataching shaft to rotar?

shaft may be attached to the generator.the generator producing current may be used to run the fan

Undoubtedly we can produce electrical energy by attaching shaft to rotor.
The problem is you can get hardly 30% to 50% of the energy being used for the fan to rotate. Another difficulty arises from this is that the fan slows down owing to the connection of the shaft to the rotor.
