In PA, is there a speed limit for alley ways?

I have this one %$#@& of a neighbor who is a neat freak. Whenever someone drives on the alleyway (a shared driveway for a few houses) she complains that there is dust in the air (since it is just a driveway covered with dirt and stones). Is there a legal speed limit for alley ways in PA? What are the other laws/regulations regarding alley ways in PA?

Alley ways are actually private property, and easement is granted with the land so that people can access their property. (Usually back drive ways - as alley homes tend not to have front driveways.)

Most buroughs or townships do not have standard speed laws for alleys. The "rule of thumb" is to drive with due caution as these areas are extensions of the property. Most properties are deeded to the center of the alley.

I live on an alley and we generally travel no more than 10-15 mph. These are NOT roads - they are driveways. Be considerate of the neighbors and think of their happiness and safety.
